Subject: [PATCH] ci(lint): run the mypy job on ubuntu-24.04, which has Python
 3.9

actions/setup-python finds no Python 3.9 for ubuntu-latest, now Ubuntu
26.04, so the job failed before mypy ran. Python 3.9.25 has builds for
Ubuntu 22.04 and 24.04.
