Blocked map get in vote list

Ok this is the situation: we played de_dust.On next map,de_dust is blocked from nomination because that map was the last played,but if nobody from players didn't make any nomination, often happens that the plugin it self put the last played map in the nomination list.

Core can also add maps to vote without restrictions if you don't have enough cards. It is enabled my default link
Typical problem if you have small pool of maps for online intervals.

Example: blocklist 10(default), votelist size 5
You configured 5 maps for 16-32 online, 5 maps for 0-16 online, 5 maps for 0-32
After 10 maps played, you may have all 5 maps blocked at 16-32 online + some part of 0-32 online.
If vote started at 16-32 online interval than online sorter can't add 5 maps to your vote. And if you have mapm_only_external_vote_items "0" core will add needed maps for full 5 maps in vote - this can be any map without any restrictions.
If you turn on mapm_only_external_vote_items "1" than you will see 4, 3, 2, 1 or Zero maps in vote(i added warning about it, link) if you don't have enough maps for current online interval.

Recommendation: you should have more maps than blocklist count + votelist size for EACH online interval
