Decouple `amd/skills` requirements from default requirements (`skillscope.config`)

Description

All off the existing tests fail when the minimum requirements of amd/skills are not met. Although this behavioral may be desirable for amd/skills, we should allow users to configure their testing requirements using a configuration file (skillscope.config).
