Allow filtering by submission state (failed/cancelled/completed/in-progress) when looking up submission IDs by strategic metadata

#112 adds support for selecting submission IDs by strategic metadata. However in that PR we are only checking the submissions table which is for in-progress submissions, as per the comment by @ReinierMaas we could generalize this so that we can lookup submission IDs by strategic metadata that are failed/cancelled/completed.
