3.5.0 not on npm

Hi!
I was trying to upgrade my swarm-cli from 3.4.0 to 3.5.0 using npm but was not able to.
Figured out that it is not published on npm!
Please check this out. Thank you!

hi @yjkellyjoo due to a Github outage, the workflow that would publish the version 3.5.0 got stuck and couldn't be resolved. I initiated a new released with 3.6.0 version (same state, only one empty commit difference), which is available on npm and Github as well
