Checks do not run for PRs created from update-project-version

update-project-version creates a PR, but the PR checks do not run.

Expected Behavior

PR checks run automatically.

Current Behavior

PR checks do not run.

Workaround

Close and re-open the PR.

I tried using secrets.GH_REPO_TOKEN: ni/nitypes-python#92

It still creates a pull request, but none of the workflows create checks. Only the readthedocs integration creates a check.

This might be a good alternative to storing yet another secret:

Create draft pull requests by setting the draft: always-true input, and configure your workflow to trigger ready_for_review in on: pull_request. The workflow will run when users manually click the "Ready for review" button on the draft pull requests. If the pull request is updated by the action, the always-true mode ensures that the pull request will be converted back to a draft.
