Right now we have a top-level api/ django app that contains all the domains. As part of this ticket, you should migrate all domains API info into it's own domain and use api only to contain the GraphQL generic types / setup

Migrate all API types into each domain

Done — each domain's API layer now lives inside its own Django app. The top-level api/ app keeps only the generic GraphQL setup.

• Explore api/ app structure and understand the setup
• Identify domain-specific API code vs. generic GraphQL setup
• Plan the migration approach
• Migrate domains into their apps (api/<domain>/ → <domain>/api/)
• Update imports & schema wiring
• Static verification (no dangling references)

What changed

Moved 24 domains out of api/ into <domain>/api/:

association_membership, badge_scanner, billing, checklist, cms, conferences, countries, events, files_upload, generic_forms, grants, job_board, languages, newsletters, pages, participants, pretix, schedule, sponsors, submissions, users, visa, volunteers_notifications, voting.

api/ now contains only the generic GraphQL plumbing: schema.py, types.py, context.py, extensions.py, permissions.py, utils.py, views.py, models.py, helpers/, management/, migrations/, tests/.

Mechanics:

• Every api.<domain> import across the backend was rewritten to <domain>.api (all 24 domains, ~256 files touched, git-tracked as renames).
• api/schema.py re-wired to import each Query/Mutation from its new <domain>.api location.
• Parent-relative imports that reached into api-generic modules (from ..helpers, from ..permissions in conferences/pages/cms types) were converted to absolute api.* imports so they keep resolving to the top-level api package.
• Generic imports (api.context, api.permissions, api.helpers, api.types, api.utils, api.extensions) were intentionally left untouched.

Note on orders

api/orders/ was left in place. Unlike the others it has no matching top-level domain app, so it needs a decision (create an orders app, or fold it into pretix/users) rather than a mechanical move. Its .orders imports in api/schema.py are unchanged. Happy to follow up once you pick a home for it.

Verification

A repo-wide search for api.<moved-domain> references returns zero matches, and the only remaining from .. imports are legitimate app-local ones (api/tests/factories.py, events/tests/factories.py). GraphQL type/class names are unchanged, so the generated schema and the frontend codegen are unaffected.

⚠️ I could not run the backend test suite or ruff/mypy in this environment — the sandbox blocks executing Python (and there's no running pycon-backend-1 container here). The change is purely a mechanical move + import rewrite, but please let CI validate it. If you'd like me to run the suite, re-run me with Python execution allowed.
