gitignore files prevents existing files to be push to DevOps

While working on RTC there were some files that were added to baseline. Then a .jazzignore was added to prevent people from overwriting those files.
When the rtc2git utility was run, the git repository was created which included the ignored files and the new .gitignore files. But when the files were pushed to DevOps the ,gitignore prevented the files from transferring. Since the files were added before the .jazzignore, they should of being pushed before getting ignored.
