Added Ubuntu CI workflow - #26

It is merged with the Windows one. It builds 3 variants of the plugin and uploads them. Will also draft a release when a version tag is pushed.
It should be set by CMakeLists.txt
Also build for Ubuntu under 22.04, since the C++ ABI is only backwards compatible.
