docs: mark AstarPass and ShidenPass guide as retired - #802

The AstarPass / ShidenPass registration sites were sunset at the end of Q1 2024 (forum topic 5860) and are no longer online. The guide still told users to register there. - Rewrite the L1 how-to guide as a retirement notice: what still works at the contract level, and how to unregister an existing mapping (contract addresses, unRegister() fee). - Drop the dead register links and the stale explorer screenshots; the Shiden Blockscout instance no longer exists, so the Shiden contract now links to Subscan. - Add the same notice to the AstarBase developer page and reword the rewards example so it no longer implies new registrations.

Why
The AstarPass / ShidenPass registration websites were sunset at the end of Q1 2024
(forum: https://forum.astar.network/t/5860) and are no longer online. The L1 how-to
guide still told users to register there, and the AstarBase developer page implied
new registrations were possible.
What
docs/use/how-to-guides/layer-1/astarpass-register.md: rewritten as a retirementnotice. Sidebar label is now "AstarPass (retired)". Dead register links and the old
explorer screenshots removed. Keeps a short "unregister an existing mapping" section
with the contract addresses and the
unRegister()fee (500 ASTR / 1 SDN), since theAstarBase contracts remain on-chain.
docs/build/EVM/astarbase.md: same notice at the top; rewording of the rewardsexample so it no longer implies new registrations.
Notes
only ever deployed on Shibuya, never on Astar mainnet.
