Add vote durability regression coverage

Summary

• add a unit regression proving queued time-change votes replay with their original stored timestamp
• add a characterization test for the intentional offline-vote failure policy: stored offline votes are cleared before reward execution so a permanently failing reward does not repeat on every login

Why

These were two audit areas where the intended behavior was either newly fixed manually or easy to misinterpret later. The tests make both contracts explicit without changing production code.

• tests only
• no runtime/config/data changes
• does not duplicate the overflow failure coverage in Retain failed durable Votifier overflow votes #1673
• does not duplicate the time-queue ownership coverage in Keep time-change votes durable until processing completes #1676
