- Added exec_plugin.py to handle running external plugins as separate processes, ensuring safe execution and JSON input/output.
- Introduced kernel.py to manage the plugin pipeline, defining stages (read, score, act, record) and handling plugin resolution and execution.
- Refactored controller.py to utilize the new pipeline structure, simplifying evaluation logic and delegating plugin interactions to the pipeline.
- Created comprehensive tests in test_pipeline.py to validate the pipeline functionality, including plugin execution, error handling, and configuration management.
- add examples/plugins/template.py, a blank starter for new plugins
- install examples/plugins under the package doc dir (deb and rpm) and
  include them in the sdist
- document plugins in README.md, docs/configuration.md ([PIPELINE] and
  [plugin:NAME]) and docs/plugins.md
- add python3-requests to Build-Depends: dh_auto_test imports
hpc_eff.pipeline, which imports requests, so the debian:13 CI build
  failed without it
…install them in CI via mk-build-deps, so debian/control is the single list
