feat: add anonymous ticket replies baseline - #41

Add a ticket_replies table, GET and POST /api/tickets/:id/replies, and a replies section with a reply form on the ticket page. Replies carry only text and a timestamp; author and role labels wait for an auth decision (ADR-003). Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
Keep both technician assignment and ticket replies. Regenerate the replies migration as 0002 on top of main's 0001 and renumber the replies decision record to ADR-004. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
