Build on the ADR-007 status endpoint from #58: - Store a private notification for the ticket creator in the same transaction as each status change; poll GET /api/notifications and mark read via POST /api/notifications/read. - Stop technicians at RESOLVED; COMPLETED is reserved for owner confirmation (issue #8). Hide the "Move to Completed" control. - Record the decision as ADR-008, partially superseding ADR-007. - Fix a race in two TicketDetail status tests that matched the replies loading status instead of the success message.
