UltraLog 3.1.0 — values at the pointer

Follow-up to issue #98 (comment by @Baryonn): show the values where the mouse points, without clicking first, like Datazap. The cursor legend keeps the clicked point.

What it does

• A hairline follows the pointer over the chart, with a box beside it: the time and every selected channel's value there
• Compare mode: rows are tagged A / B, log B uses its offset, and a dash means that log has no data at that time (R4)
• The box flips at the plot edges, stays inside the visible part of a scrolled stacked plot, and lists what fits plus a "+N" row in a short plot
• Hidden while panning and over the legend; only the line while Align at cursor waits for its click
• While it is on, egui_plot's crosshair and hover dot are off (the y line means nothing on the normalized axis, and the dot snapped to a different time)
• Single and stacked mode
• Settings → Display → Values at the pointer, on by default, persisted (hover_readout in UserSettings, synced in all three places)

Also

• The chart's stacked plot header counts a compare pair as one (it read "4/10" for two pairs)
• Strings in all 15 locales (machine-drafted); README and CLAUDE.md updated
• Version 3.1.0 (Cargo.toml, Cargo.lock, README badge)

Review

Opus code review: no blockers; 3 medium and 3 low findings, all fixed in 895b121.

Testing

• cargo fmt --check, cargo clippy --all-targets -D warnings, cargo test (1307 tests), colour gate
• New tests: hover rows read the pointer time (log B offset, dash past its span), box placement at the plot edges, setting default and persistence
• Dev build with two Haltech logs: hover in single and stacked mode with a compare pair, after the review fixes too

Tag v3.1.0, add release notes, push the wiki commit (3bc9472), reply on #98.
