docs: remote-access names the two stop exceptions to the session lifetime (#1002)

#1001 merged from eebc202, but the branch's round-3 docs fix (35bd873) was pushed after the merge and never reached main. This PR cherry-picks it unchanged.

docs/remote-access.md now names the two exceptions to the 12-hour remote session lifetime. Both are for stopping trading:

• Remote session lifetime (#648) refuses HALT too: a keel serve --external-host console can't halt after 12h until restarted #983: a halt that carries the session cookie and the halt token is still accepted after the 12 hours.
• Console: keep the HALT control on Pulse after the remote session lifetime expires (client half of #983) #985: an expired Pulse read that carries this session's cookie returns HALT's inputs, so a reloaded console still shows HALT.

The page also states what stays closed: no release, no setup write, no other read, and the release token is served nowhere.
