Prepare v0.19.2 on dev/v0.16.

Bumps the version in lockstep (package.json, apps/desktop/package.json, the three package-lock.json sites), converts the changelog to a dated 0.19.2 heading, and updates the README highlights. Also carries the -s ours reconcile of main after the v0.19.1 promotion so the promotion PR is a clean two-parent merge with equal trees.

What ships in 0.19.2: the dependency security repair from #369 (sanitize-html, undici, zod, source-map-js in both the app and desktop runtime locks) and the referrer capture fix for website and docs analytics from #340. No behavior change in the app.

Done when: release:pretag, placeholder lint, Biome and the full suite pass on this head, and the version-bearing files agree. Verify evidence is in the first comment.

Review scope: single-user local desktop app. Hostile local owners are out of scope.
