Carries #374 to main so homebrew-tap's generator reads the macOS 13 minimum and can publish the v0.19.2 cask. Also carries the qlty egress allowlist fix. Nothing in the app or npm package changes and no tag follows. Review scope: single-user local desktop app.
Changelog
✨ Added tests to keep the generated cask and release documentation aligned with the macOS 13 minimum (:ventura).
🔧 Changed the Homebrew cask minimum from :monterey to :ventura and updated the release documentation to macOS 13.0.
🐛 Fixed the qlty egress allowlist to permit storage.googleapis.com:443, used for Go toolchain downloads.
Concerns or issues
Test results and current review findings were not provided.
* fix(release): declare macOS 13 minimum in the generated cask
The shipped app requires macOS 13 since Electron 44, and Homebrew's artifact audit rejected the v0.19.2 cask bump because the generator still declared :monterey. Adds a regression test tying the generator and release doc to :ventura.
* ci(qlty): allow the Go toolchain host for shfmt installs
Qlty installs shfmt with go install when a shell script changes. proxy.golang.org redirects the toolchain download to storage.googleapis.com, which the qlty job's egress allowlist blocked, so any PR touching a .sh file failed the qlty check.
The qlty CI allowlist now permits outbound access to storage.googleapis.com:443. The Homebrew cask generator and release documentation set the minimum macOS version to Ventura 13.0. Tests check these values and reject the previous Monterey 12.0 wording.

Assert the packaged app minimum, not only the generator text.
tests/homebrew-cask-minimum.test.mjs:5-17 reads the shell script as text. It does not run the generator or inspect the packaged app's LSMinimumSystemVersion. The test can pass while the cask and shipped app declare different macOS minimums, causing the Homebrew artifact audit to reject the release.
Add a release-level assertion that reads Contents/Info.plist from the built macOS artifact and compares its LSMinimumSystemVersion with the generated cask minimum. Testing generator output alone does not validate this producer-consumer contract.

relying on generator text alone.
