Prepare v0.20.0 on dev/v0.16, the first npm-only release.

The version moves to 0.20.0 in package.json, apps/desktop/package.json and the three lock entries. CHANGELOG Unreleased becomes a dated 0.20.0 heading, and the README status and highlights are updated. SECURITY.md now lists 0.20.x as the supported line. The PR also carries an -s ours reconcile of main after the #377 promotion, so the promotion is a clean two-parent merge with equal trees.

What ships: the browser-first careerrat start, per-job Documents folders, Today's application guidance and the npm PDF fix from #382. It also carries the npm-only release pipeline from #383. The tag will run release.yml, so there's no DMG or cask.

Verify on 0b6feee (the reconcile changes no files): release:pretag 187/187, placeholders clean, and the full suite at 5474 pass, 0 fail, 20 skipped, plus the pre-push hook.
