Merges dev/v0.6.0 into main for the 0.7.0 cut (version 0.7.0, build 21, metadata in #473).
Highlights: Japanese, Hindi and Tamil dictation in Beta through the pinned Whisper Turbo model (#472), selected-text cleanup tone precedence and off-main capture (#471), saved-term punctuation, cleanup timeout, dictionary usage and streak fixes (#467), the website typing test's Start button, countdown and distinct styling (#469, #470), Swift tests on every PR with an exact 80% coverage floor and a libFuzzer target for the phrase matcher, and Actions pin updates (#468). Full notes are in packaging/ReleaseNotes.txt and CHANGELOG.md.
Checks: full swift test on the dev head 72f7f5c (Settings UI 147, Mac 1597, Core 977, Fn 20, all passed, no skips), dev CI on 72f7f5c green (Swift 2,722 tests at 80.06%, CodeQL, Security, Linux proofs), website 105 Playwright tests and docs-site checks on the metadata PR. Not verified on a device: fresh install, VoiceOver, Bluetooth/USB mics, real non-English speech, and the Japanese/Hindi/Tamil Beta paths with their 1.6 GB download (synthetic speech and renders only).
