chore: point Dependabot and pre-push at dev/v0.7.0 - #475

Mac 0.7.0 shipped, so dev/v0.7.0 is the active dev branch. Dependabot's five target-branch entries and the pre-push default base now name it instead of dev/v0.6.0. RELEASING.md also records what the 0.7.0 cut taught us: package-release.py nests its output under <output-dir>/<version>/, stage-public-release.py needs HEAD at the release tag, release-sign.yml has to be dispatched after the source tarball upload, and the docs site is a separate manual Vercel deploy.

Points Dependabot (all five target-branch entries) and the pre-push default base at dev/v0.7.0 now that 0.7.0 shipped and it's the active dev branch. Also adds the four release-cut lessons to docs/RELEASING.md: nested package output dir, the tag-checkout requirement for staging, dispatching release-sign.yml after the tarball upload, and a new 5b step for the manual docs-site Vercel deploy.
Checked that dependabot.yml parses as YAML, scripts/pre-push.sh passes bash -n, and no other dev/v0.6.0 references remain outside CHANGELOG. I didn't run the docs-site checks: apps/docs has no node_modules here, and its biome check doesn't lint the Markdown in docs/.
