Promote the developed MOSAIC common blocks from dev to main, consolidating 13 reusable RTL modules with module-specific verification, reproducible open-source qualification, and integration documentation.

  • Add a parameterizable DFF and up/down counter with configurable width, reset style, enable behavior, and documented control priority.
  • Add a glitch-free clock gate with functional and test enables, plus an asynchronous-assertion, synchronous-release reset synchronizer.
  • Add parameterizable lane-mask, fixed-priority encoder, binary-to-one-hot decoder, and N-to-1 multiplexer modules with boundary handling and elaboration-time parameter guards.
  • Add write gating and operand isolation with architectural control semantics, representative integration models, and downstream switching-activity checks.
  • Add portable level-shifter, isolation-cell, and retention-register wrappers with documented voltage-domain, clamp, save/restore, and technology-binding requirements.
  • Add directed, exhaustive where practical, randomized, transition, invalid-parameter, and four-state X/Z verification appropriate to each module.
  • Add reusable predicates, bound assertions, formal verification, RTL-to-Yosys-netlist equivalence, functional coverpoints, and reviewed RTL coverage thresholds.
  • Add fault-injection campaigns and inequivalent-netlist negative checks to demonstrate detection of implementation errors.
  • Add executable SDC and UPF intent checks, module-specific timing profiles, and CDC, DFT, synthesis, low-power, and physical implementation collateral.
  • Consume mosaic-flow release MF20260910V1 through the shared project API and a validated config/modules.json registry.
  • Support module-first filelists and flow configuration with generic fallbacks, representative parameter profiles, concurrent execution, and isolated report and work directories.
  • Add native and containerized GitHub Actions module/profile matrices with pinned methodology revisions, tool caches, retained artifacts, and validated release manifests.
  • Record module and methodology revisions, tool versions, input hashes, execution context, flow statuses, approved skips, and additional qualification evidence in release manifests.
  • Add exploratory Nangate45 OpenROAD qualification for the clock gate and a representative write-gate configuration, retaining physical artifacts and timing/routing evidence separately from portable container checks.
  • Fix repository-wide formatting policies, container environment setup, native-only physical-flow handling, and release-evidence policy consistency.
  • Add module-specific interface, verification-plan, project-configuration, power-characterization where applicable, waiver, and release-checklist documentation.
  • Preserve recorded native/container qualification evidence and approved local-equivalence exceptions for GitHub Actions capacity blocks.

This PR establishes portable RTL qualification, not ASIC electrical, power, or foundry signoff. Technology-bound VC LP qualification for the level shifter, isolation cell, and retention register remains open until approved libraries, complete integrated power intent, and actual sequencing evidence are available.

Implement parameterizable retention register and CI qualification
Migrate mosaic-common to the shared project orchestration and begin
module-owned parameter-profile qualification.

- Pin mosaic-flow to MF20260910V1 and replace legacy root orchestration
  with the shared project API.
- Move the module registry to the validated config/modules.json schema
and generate the CI matrix through module-profile-matrix.
- Isolate native and container CI caches, images, reports, work products,
artifacts, and release evidence by module and parameter profile.
- Update repository guidance for profile-aware portable qualification and
  validated release manifests.
- Add passing DFF profile harnesses for scalar synchronous, vector
  asynchronous, and vector no-enable implementations.
- Add passing profile manifests for lane mask, priority encoder, level
shifter, and isolation cell using their reusable checker collateral.
- Add a DFF static-intent policy that validates synchronous and
asynchronous SDC contracts plus the always-on UPF baseline.
- Add focused isolation-cell formal profile proof collateral and document
the narrow DFF no-enable lint waiver.
- Verify the DFF profile aggregate with bounded parallelism and validate
  the local diagnostic release manifest.
Repair the native and container qualification paths introduced by the
MF20260910V1 migration.

- Restore the repository-wide Verible adapter so modules with four-space
source policy retain their established formatting contract.
- Format the DFF parameter-profile harnesses with their default two-space
policy so shared formatting checks are reproducible.
- Install python3-venv in the portable image, which is required by the
  PyUVM environment provisioned by mosaic-flow.
- Declare the immutable packaged methodology state and container execution
context when generating release evidence in Docker.
- Verify the previously failing counter, clock gate, reset synchronizer,
and retention-register native flows plus a containerized DFF profile
  flow and release-manifest validation.
Restore the clock-gate OpenROAD qualification path that the shared
MF202610V1 workflow migration omitted.

- Add a declarative OpenROAD evidence policy for final layout artifacts
and zero-violation timing and routing metrics.
- Run the pinned physical flow only in the native clock-gate CI job before
  generating release evidence.
- Disable OpenROAD inside the portable module container, where nested
  Docker execution is intentionally unavailable.
- Upload module-rooted report and work trees so default and profiled
  modules retain all generated evidence.
- Verify the native ORFS physical run, the clock-gate container flow, and
  both release-manifest contexts.
