The ordering of items on the map is off when user begins to draw. New drawings are hidden behind other items on the map such as images or other vectors. It will then pop to top once drawing is completed. This makes drawing difficult when behind opaque items.

New drawings should be first in the ordering of items on the map. Items added to the map should respect the order the where added unless otherwise reordered
