feat(headroom): resume an interrupted measurement from its saved records - #649

A run writes each variant's records as it finishes, but an interrupted run had to start over because the summary table is built only at the end. `--resume` reads back the records already in `--out`, validated against the record schema, runs only the variants without any, and builds the table over all of them.

A full matrix run was killed part-way by a restart and lost its table, although every finished variant's records were already on disk.
--resume(needs--out) loads those records through a Zod schema, skips their variants, and measures only the rest, so the final table covers all of them. Warm-up is not stored in the records, so a resumed variant reports it as not measured.
