ci: merge labelled pull requests with merge-when-green - #651

Anything that merges on a single named check needs one job that passes only when every other job succeeded or was skipped. A test fails when a job is added to the workflow without being listed in that job's needs.
A pull request labelled automerge is fast-forwarded onto main with a write deploy key once the aggregate check passes, which keeps its commits intact and starts the release workflow, unlike a push made with GITHUB_TOKEN.
