fix: back up stopped servers and bind quiesce to pod identity - #833
Supersedes #766 using the same reviewed commits on an upstream branch, enabling GitHub's native stacking. Prior review discussion remains on that PR. Current-head CI passed.
Backups requesting quiesce now recognize an already-stopped, fully drained server without calling its absent agent. Live attempts bind quiesce and cleanup to the original Pod UID, so a replacement pod cannot receive an older backup's save-off/save-on request. Starting a backup does not change suspend or idle intent.
The source proof and cleanup obligation survive operator restart and Backup deletion. Cleanup waits for copy workers to drain; confirmed original-process exit is reported separately from a successful unquiesce RPC. Disabled agents retain raw-copy behavior. Older agents fail a read-only identity preflight before mutation debt is recorded, so operator and agent should be upgraded together and existing pods allowed to roll before retrying affected copies.
Depends on #760 (included in this branch). Closes#716.
Validation: operator and agent production builds passed. Controller unit/envtest, agent-client/quiesce, and E2E test sources compiled without execution. Added CI coverage for idle/suspended copies, queued copies, stale reads, writer detection, process replacement and cleanup; the E2E drill creates and restores two backups while the game pod remains absent. Tests run only in CI under repository policy. Pod UID binding does not establish application-wide consistency or detect in-place game-container restarts.
Issue coordination: this is the stopped-source follow-up to #716 and depends on the exclusive ownership contract requested in #718, implemented by #760.
CI installs Trivy v0.74.0 directly from its official GitHub release with bounded retries and a pinned SHA-256 checksum. The existing vulnerability scans and failure gates remain enabled.
Summary by CodeRabbit
New Features
Backups can now be created from fully stopped game servers without restarting them. Restored backups retain the saved data.
Backup status distinguishes when the original game process has exited and no resume command was needed.
Bug Fixes
Quiesce and resume operations are tied to the original game pod, preventing actions from affecting a replacement pod.
Backups now wait for the original process to stop before releasing cleanup ownership, and fail when the backup source changes during preparation or copying.
Documentation
Added guidance on coordinating operator and agent upgrades for backup compatibility.
November 6 follow-up: The disabled-agent cleanup regression now uses a nonempty Pod UID to reach the disabled-client guard and separately retains the legacy unbound-cleanup assertion. All six affected standalone Go modules now select github.com/klauspost/compress v1.20.2 to fix GO-2026-6865. Module and workspace checksums are included. The patch was independently reviewed; standalone Linux builds, affected feature builds and controller regression-source compilation passed. Runtime tests and security scans run in CI under repository policy.
Current validation: all 103 main CI jobs passed on 725499af (CI run). All other applicable workflows passed.
The PR adds pod-UID-bound agent identity and quiesce routes and uses them in backup preparation and cleanup. The operator records source identity, admits copies of verified stopped sources without quiesce RPCs, and ties live-source cleanup to the original process. CI workflows also switch to a local Trivy installer.

Pod-bound backup preparation and cleanup

Summary
Pod-bound agent API agent/cmd/main.go, agent/internal/target/target.go, agent/internal/quiesce/quiesce_test.go, agent/specs.md, operator/internal/agent/client.go, operator/internal/agent/client_test.go, operator/internal/controller/gameserver_controller.go
The agent exposes UID-guarded identity and quiesce routes. The operator client calls them with escaped Pod UIDs, and the controller supplies the Pod UID to the agent.
Backup preparation records source identity and distinguishes live from stopped sources. It checks stopped-source drainage and validates identity around quiesce. Tests cover stopped-source copies, blocked admission, and restored snapshots.
Cleanup and lifecycle recovery use the recorded Pod UID and process-exit checks. Conditions distinguish original-process exit from RPC-confirmed unquiesce. Tests and documentation cover recovery, ownership, and legacy records.

Summary
Trivy installer and workflow integration .github/actions/install-trivy/action.yaml, .github/workflows/ci.yaml, .github/workflows/publish-edge.yaml, .github/workflows/release.yaml
The local action installs and verifies Trivy 0.74.0 on Linux amd64. The image-scanning workflows use the action, and publish-edge includes its directory in the push path filters.
This change lets quiesced backups of stopped servers proceed and binds live quiesce and cleanup to the original pod. No merge-blocking defect was found. One test assertion should be tightened so it actually exercises the disabled-client case. Current-head CI is still pending.

The empty UID causes callBackupQuiesce to return before it checks the client. Use a non-empty UID to exercise disabled-client cleanup. Keep the legacy case separately.
