chore: prepare Horse 3.3.6 release

Changes

• Prepare version 3.3.6 in Horse.Constants and boss.json after the decode-once fix in fix(request): decode Query and ContentFields values exactly once #570.
• Move the console API tests from port 9000 to 9130 to avoid collision with local services; no production default port changes.
• Document one-time URL decoding of query/form fields in English and Portuguese.

Validation

• Delphi 12 / IOCP: 226/226 tests passed.
• Delphi 12 / Indy: 222/222 tests passed.
• FPC 3.2.2 / Linux: core compile check passed in Docker.
• Relative Markdown links checked; no broken local targets found.

The repository tests workflow is currently manually disabled, so validation above was run locally.
