Draft. Do not merge until the working group confirms the disposition of #16.

What this changes

§ 5.6 now defines pricing[].floor as the seller's offer floor at proposal time, and states that it is not the downstream auction floor and not a guarantee that bids at or above it will clear. The meaning of the field is unchanged.
