Apply the saved light/dark choice before first paint - #2

The shared header now has a light/dark switch (interimm.github.io kit). Scope this site's own dark colours to the same selectors as the kit, apply a saved choice before first paint, and redraw drawn colours on the interimm:theme event. Before: with the new header switch (InterImm/interimm.github.io#59), a visitor who picked a theme would see the map page flash in the system theme for a moment.
After: the saved choice is applied before the page paints. The map's own styles already use only kit tokens, so nothing else changes.
How: one line in the head of index.html and en/index.html. Merge after #59.
