Threads can now persist a setting that blocks new peer messages, queued-text edits, question answers, and merge-backs before delivery effects. Owner input, self messages, accepted receipts, and delegated completion delivery retain their existing behavior. Forks and delegated children start unblocked.

This ports the unique peer-blocking behavior from original PR #90 onto the pinned nightly rebuild. Parent #109 has merged into rebuild staging. This PR now targets work/jones-rebuild/staging and includes its qualified catalog repair. Normal staging synchronization adds only the two already qualified OpenCode adapter regression files; peer-block source is unchanged.

Validation: 236 affected tests across 14 modules; contracts/server typechecks; scoped formatting and lint; exact CI knip:check; server bundle build. Lint retains one existing unused-variable warning. The broader raw Knip invocation reports existing issues outside the CI command and was not repaired here.

Coverage preserves the nine unique original feature test templates and receiving assertions. Inherited tests absent from the pinned upstream are mapped separately; they are not claimed as executed. No live provider or runtime adoption is included.

Implemented through T3 Code with Codex GPT-6.1 Sol coordination and delegated source work.
