Restores the original #31 isolated desktop UI evidence harness on the pinned nightly orchestrator: V2 synthetic fixture routing, strict sandbox/provenance checks, and scoped source/build/action/readback evidence.
Validation: all 25 Node tests passed with zero skips, covering lifecycle success/failure/signals, concurrent ownership, manifest/provenance, runtime dependency policy and V2 RPC guards. The test-owned state/scratch root was removed and verified absent. The 25 source files remain byte-identical after the normal staging merge; diff checks pass. Local formatter/lint setup is queued behind the shared serial check lock; hosted CI qualifies this head.
Native Electron/package/UI qualification remains held for primary integration acceptance. This PR does not install or activate the harness, access live user state, or authorize runtime adoption.
Implemented with gpt-6-astra in the Codex harness through T3 Code (A3 delivery lane).
