Restores the L43 runtime qualification and GitHub Actions transport foundation required by the accepted Jones nightly rebuild and L40 enrollment. The runtime binds the nightly V2 database (statev2.sqlite) and retains the original source/workflow/digest, owner-file, SQLite-lock, payload and raw-ASAR guards. Package metadata is preserved with one additive ./jonesActions export.

This is the five-path prerequisite slice of originals #49/#53, based on L37. Full updater wiring, explicit installation controls, continuation integration and original #55 remain in the dependent L43 port; this PR alone does not complete L43 or authorize runtime activation.

Validation: 54 focused tests pass. A V2-only fixture reproduced six failures before adapting the old database path. Shared and server package typechecks, scoped lint, formatting and scoped server/shared unused-export checks pass. Added direct serialized receipt decoding, malformed protocol/source rejection, and typed environment-binding rejection coverage without suppressing exports. All state is synthetic; task-local scratch was removed. Hosted exact-head CI remains the delivery gate.

Implemented by GPT-6 Astra in the Codex harness through T3 Code.
