Restores voice-draft review from original PR #45 on the nightly/V2 line: pending/recent drafts, edit holds, pause/play, revision-checked send-now/delete, and same-ID readback after uncertain results. The server service owns guarded broker access; the web/desktop route uses the current environment supervisor and shared authenticated HTTP client. Broker timing remains authoritative, including the 180-second fixtures.
Validation: 57 tests across eight affected modules pass; scoped lint and formatting pass. Contracts, shared-client, server and web typechecks pass; scoped server/web/shared-client/contracts Knip checks pass. The merge and hooks preserve the qualified candidate.
Depends on #125. Integrated interactive UI acceptance remains with the root coordinator. No live voice/credential access, runtime enrollment, or deployment is included. Existing deferred RVR-JONES001/RVR-JONES002 findings remain unchanged.
