Queued owner follow-ups can reach the provider after a completed foreground tool while its turn is still running. Automatic delivery now requires an explicit optional admission bit recorded at run birth; absent or false preserves separate-turn delivery for historical queues and legacy callers. Web/mobile Queue and Auto opt in only when the target server advertises support. MCP, scheduled, handoff and internal deliveries retain their existing behavior.
The first queued run must qualify, and its persisted birth is revalidated before promotion. An unflagged queue head blocks automatic delivery of later entries. SQL and memory projection/replay preserve true and false through stale updates. Existing receipt/order, queue hold, stop, provider capability, settings, slash-command and uncertain-effect guards remain intact; explicit manual promotion is unchanged.
Validation: 344 affected server tests including the byte-identical frozen inbox input/output/tape/shared harness; 71 contract/client tests; refreshed Boolean persistence and legacy cases; scoped format/lint, affected types and normal hooks. Historical safe-boundary test scenarios/names/assertions are retained with explicitly eligible arrange inputs. Normal staging synchronization also passed the retained three-file conflict union (83 tests), scoped lint, contract/client types and normal merge hooks. The merge preserved both complete test sets and the checked tree; fresh hosted CI runs on this non-draft PR. Primary web/mobile interaction acceptance remains with the root owner.
