Shows CI queue and runner state in the pull-request page, using the selected environment's scope-protected RPC and existing pull-request service cache.

Ports accepted original #84 above PR122's exact usage/accounting head 99f3391. Preserves the deferred P2 limitation: jobs outside queued/in_progress can be omitted.

Validation: all 344 tests across the seven CI-status/service/RPC/popover modules passed at 4f7749d, with task scratch removed. Subsequent repairs make the in-file presentation helper private and place the same title padding on a plain wrapper to satisfy nightly lint; rendering text, scope behavior and assertions are preserved. Full hosted knip/exports and formatting passed at f97074e, which then exposed the two title-padding lint errors. The spacing repair is pushed at 4da7063 with the normal hook passing. Scoped local lint remained unstarted behind the shared check lock; hosted CI on 4da7063 is green, including Lint: 16 checks passed and the two expected optional checks were skipped. Primary interactive UI acceptance remains with the root coordinator after integration.

Implemented with GPT-6.1 Sol through the Codex harness in T3 Code; resumed from the saved implementation.
