Restores the submitted-work queue preview as a local, in-memory mock. Editing, pause, revision checks, and explicit mock submission remain separate; timer expiry never sends work to a live queue.

Ports the unique work-queue cone of accepted original #78 above PR124's conversation-library parent. Preserves hosted standalone bootstrap behavior and both navigation domains. The interrupted normal parent merge was preserved and completed; the latest parent repair is included normally. The installed TanStack generator registers /work-queue while retaining /conversations.

Validation: generation and normal merge hooks passed. All 192 tests across the seven queue/entrypoint/sidebar/pairing/draft modules passed at 7d8f232 under the shared lock and fresh telemetry admission; task-owned scratch cleanup was verified. Hosted CI on this exact head is green: 16 checks passed and the two expected optional checks were skipped. Primary interactive UI acceptance after integration remains required. No live queue connection, runtime activation, or private data access.

Implemented with GPT-6.1 Sol through the Codex harness in T3 Code; resumed from the saved implementation.
