Adds Signal and IRC actions using the Mattermost module's workflow conventions: Jinja2 message templates,
matchingDataprecedence, a JSON fallback, filter support, and nonblocking boolean results.Validation: 150 focused tests passed with
pytest -q tests/test_signal.py tests/test_irc.py tests/test_messaging_actions.py tests/test_matrix.py. Black, isort, flake8, Python 3.10 syntax checks, andgit diff --checkpassed. Transport tests use mocks; live Signal and IRC services were not contacted.
