Deprecate bots whose OpenAI models were shut down on Oct 23rd - #387

OpenAI shut down gpt-4.1-nano and gpt-3.5-turbo on Oct 23rd 2026, so METAC_4_1_NANO_TOKEN, METAC_GPT_4_1_NANO_OPTIMIZED_PROMPT and METAC_GPT_3_5_TURBO_TOKEN have failed every question since. Set them to TournConfig.NONE and comment out their workflow jobs. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
