Adding a minimal contributor quick-start for the Jekyll site.
The README is currently one line; CI already runs bundle exec jekyll build, so documenting local setup should help newcomers.

Hi, thanks for maintaining muOS. I've been using and loving muOS for a while now, and I recently got a new RG SP — I'd love to test the Andromeda (2606.0) dev release on it.

I have embedded software development and FPGA experience, and I'm interested in contributing in those areas when the opportunity arises (driver support, hardware bring-up, low-level tooling, etc.). This README fix is a small first step, and I'm keen to learn what the right path is for contributing code or helping with testing-crew access. If there's a better place to ask about testing-crew onboarding or future contributions matching my skill set, please point me there. Thanks.
