Summary

Releases NHSISL.LibPostalClient v1.0.1.0, the first release built for .NET 10.

Version number: this follows The Standard's release versioning (3.0.4.0), as #102 suggested. The changes since v1.0.0.10 are configuration changes (target framework, packages, licence and the new LibPostalAutoDownload build property) and a packaging fix (#102), so the third segment goes up and the fourth resets to 0. nuget.org shows the version as 1.0.1.

What changes for consumers

• Target framework: NHSISL.LibPostalClient now targets net10.0. v1.0.0.10 targeted net8.0, so projects on .NET 8 or 9 should stay on v1.0.0.10.
• New MSBuild property (from CONFIG: Fix net10.0 targets paths, add LibPostalAutoDownload opt-out, document usage #102): LibPostalAutoDownload. Set it to false to skip downloading the libpostal data on build and publish; Clean then keeps LibpostalData.zip. The default is unchanged.
• License: the first release under the Apache License 2.0. The repository moved from MIT on 19 May; v1.0.0.10 shipped under MIT.
• Public API: unchanged.
• Dependencies: see below, including one new dependency: Microsoft.Extensions.Configuration.Json.
• No library code changes since v1.0.0.10. In NHSISL.LibPostalClient/, only the csproj and the packed build targets changed (CONFIG: Fix net10.0 targets paths, add LibPostalAutoDownload opt-out, document usage #102). Compared with the published v1.0.0.10

The new NHSISL.LibPostalClient package was compared with the v1.0.0.10 package on nuget.org, not just with the v1.0.0.10 tag.

• Public API: Microsoft's API compatibility tool (Microsoft.DotNet.ApiCompat.Tool), in strict mode, finds no added, removed or changed public types or members. The only difference is the assembly version.
• Dependency changes:
  • Microsoft.Extensions.DependencyInjection and Microsoft.Extensions.Hosting: 8.0.0 -> 10.0.13;
  • Newtonsoft.Json: 13.0.3 -> 13.0.4;
  • Xeption: 2.8.0 -> 2.9.0;
  • added: Microsoft.Extensions.Configuration.Json 10.0.13.
• Package contents: the native files and header move from contentFiles/any/net8.0/ to contentFiles/any/net10.0/, and build/NHSISL.LibPostalClient.targets now looks for them there (CONFIG: Fix net10.0 targets paths, add LibPostalAutoDownload opt-out, document usage #102). The targets file also adds LibPostalAutoDownload, and publish skips the download when the zip is already in the publish folder.

• NHSISL.LibPostalClient: 1.0.0.10 -> 1.0.1.0
• NHSISL.LibPostalNet: never published. It's packable on main (since 57968d5).

Setup

Releases are tagged with the workflow's GITHUB_TOKEN and published to nuget.org with NuGet Trusted Publishing, so no API key or personal access token is involved. Publishing needs a Trusted Publishing policy on nuget.org for this repository (owner NHSISL, repository LibPostalClient, workflow build.yml, no environment), and the NUGET_USER organisation secret available to this repository. The tag and publish jobs run only when this PR is merged with the RELEASES label.

Validation (local)

• Build: 0 errors, and no new warning codes compared with main.
• Tests: Unit (11) and Acceptance (3) pass.
• Packages: dotnet build then dotnet pack --configuration Release --include-symbols, as CI runs it, produces NHSISL.LibPostalClient 1.0.1.0 (lib/net10.0 only, the Apache 2.0 License.txt, the new release notes and one net10.0 dependency group) and NHSISL.LibPostalNet 1.0.0.1, plus their symbol packages.
• Consumer check: a console project referencing the packed NHSISL.LibPostalClient builds, gets the native library, header and data in its output, and runs the README's parse and expand samples with the output shown there.
• Vulnerabilities: none.
