Document the 503 response returned when a report exists but its diagnostic archive is unavailable, including the stable
diagnostics_unavailablecode and a synthetic response example.This completes the API response documentation for #8 and advances #7. The functional response already has a passing regression test. This PR changes only the OpenAPI contract; service, frontend and container CI validate the final revision.
