fix: stabilize desktop NativeList section index

Summary

• host the desktop section index in a caller-provided modal container and keep it centered across tabs
• use fixed 22px letter spacing, idle/hover emphasis, and reliable final-section activation
• compensate modal scale transitions so the rail does not visibly resize while opening
• bump all 41 publishable app-modules workspaces to 3.0.153

• release script tests (13 passed) and next dist-tag validation for 41 workspaces
• desktop runtime: 500.00–500.08px rail during modal transition; All/Single center delta 0; Z reaches and activates final section; close removes rail
