Custom Menu which links to a file, when submenu are created in it, it leaves "Empty" slot

Describe the bug

Added a custom item in "Current Menu items", "Link" of this item points to a shortcut file (.lnk).
Now added another custom item, this also has Link pointing to different shortcut file.
Then the second item is moved and made sub-menu of first item.
Now i get "(Empty)" slot for no resason, then there is a seperator and after it my added submenu appears.

To reproduce

1. Create two files on desktop "item1.lnk" and "item2.lnk"
2. Open-Shell settings > Customize Start Menu
3. Add two custom items to "Current menu items:"
4. Edit first one and link it to item1.lnk with label item1 then edit second one and link it to item2.lnk with label item2
5. Now hold and drag item2 and drop it over item1 to make it submenu of item1
6. Now check it in the open-shell start menu

Expected behavior

Should not get empty sub-menu if i have even one item in it
