Windows profile rename tests fail after native Codex sessions exit because our own lock probes keep the directory locked. Release those probe handles on Windows before moving the profile; retain the locks across renames on Unix.
The dependency policy job also fails on the unused SQLite statement-cache dependency and two rustls advisories. Disable unused rusqlite defaults to remove foldhash/Zlib and WebAssembly dependencies, and update rustls from 0.23.45 to the patched 0.23.46 release without adding policy exceptions.
Validation: all 230 local Rust tests, Clippy with warnings denied, and formatting pass. Windows, Linux dependency policy, and the remaining CI checks will be verified on this PR before merging.
