Completes the test tolerance described in item 5 of PR #576 ("5. Alarm tests: a system-level
*5*11*0##accepts botharmed_home(OWNd <= b9) and unchanged state (OWNd#66)"), which was inadvertently omitted fromtests/test_component_alarm.pywhen PR #576 was merged.This unblocks CI conformance testing in OpenWebNet-HA/OWNd#66.
