Upgrade Calcit and @calcit/procs to 0.18.1, with released Respo 0.16.112, UI 0.7.30 and Reel 0.6.30. Reserve app version 0.0.3. Only dependency manifests and the Yarn lockfile changed.

Local checks passed: strict Caps dependency/toolchain verification, immutable Yarn install, canonical Snapshot format, empty surface-latest-v2 fix preview, strict entry check, zero dynamic methods/deprecated calls, JS codegen and Node 24 Vite production build. Browser smoke loaded the page and exercised text input and Run. The pre-existing saved-state compatibility toast appeared for data already in the browser, but did not block the UI. The one remaining Dynamic schema slot is in the saved-state decoder boundary. No generated assets or Snapshot changes are committed.
