feat: say once per version what's new, with community links - #36

Conversation
The first time a player joins a world after installing or updating to a new minor version, their own client prints a line on what it brings, with links to the release notes, the guides and the community: Discord, or Telegram for Russian (the link is per language, and left out while a language has none). Patch releases stay quiet. announceUpdates = false in create_avionics-client.toml turns it off.
