Existing callers remain compatible through the deprecated
bhe-dev-bootstraprouter. The plugin version moves to 0.2.0 and introducesbhe-dev-environment,bhe-change-delivery, andbhe-enterprise-review. This changes internal skill routing and guidance only; it does not change BHE or BHCE product behavior. Rollback is a revert of commit8bbc733.
