Add an interactive SDK CLI tool with a command architecture, implemented commands, interactive REPL mode, per-command help, command history, and formatted output. This is a new feature requiring a CLI entry point plus supporting modules (command registry, interactive loop, history, formatter), scoped strictly to the CLI tooling described in the issue.

#1183 — Add SDK test utilities and mocking

Add SDK test utilities and mocking support: a mock framework with mock providers, reusable fixtures, assertion helpers, test hooks, and general test utilities so SDK consumers and internal tests can exercise the SDK without live network calls.

• Changed: src/tests/sdkFeatures.test.ts, src/adapters/types.ts
• Design a mock framework for SDK testing
• Implement mock providers (e.g., network/RPC/horizon-style providers)
• Add reusable test fixtures
