## Bankruptcy and exported trade

A negative realm treasury makes its stability and realm trade/production output
zero. Returning to a nonnegative balance restores the normal stability rules.
The guarded province recalculation checks this bankruptcy boundary as well as
map changes; ordinary balance changes within the same state keep the cache.

Live map publications, including quiet five-minute cycles, refresh dirty province
economics before exporting provinces, guilds and Chronicle. Chronicle then
refreshes prestige from that trade. These refreshes do not settle income or
change bank balances.
